Cyber Hostility Intervention Comprehensive Agreement Governing Offense

"The Chicago Accord"

Whereas the Internet and associated technologies are a marvel of modern science and engineering which connects millions of people all over the world for work, education, and socialization;

And whereas the interconnected nature of the Internet is both its strength and its vulnerability;

Therefore does the undersigned, being a duly elected, appointed, or anointed representative of the indicated microstate, with the capability of understanding and entering into treaties and other agreements on behalf of said microstate, hereby affirm that:

1. The microstate recognizes and affirms the sovereignty of itself and of other microstates, both physically and online; and

2. The microstate will not deploy or use cyber weapons against other enemies, including microstates and citizens of other microstates; and

3. The microstate will not develop, purchase, or otherwise pursue or acquire cyber weapons, other than in the name of legitimate research or educational purpose; and

4. The microstate will not otherwise weaponize or use the Internet to inflict harm on other microstates, their citizens, or their agents.

5. The above extends to citizens and agents of the microstate acting on its behalf.
